Just a quick question-how much does it usually cost to intall a water meter and is it likely to work out cheaply if I am fairly careful with my water?

My sitiation is that I own a small flat-a lease hold. Currently I have to pay a service charge every month for gas, electricity and heating etc. Would it be possible to have meters instead?
